Local Leader Is A Perk In Fallout 4.
As long as you have rank 1, level 14, and 6 charisma it shouldn't be locked. Local leader 2 + medic 1 => first aid station, clinic, surgery center. I want to explain how.

Unless you like to build up settlements simply for the sake of building up settlements, local leader is more of a convenience than anything; So, id like to see a mod that changes the 2nd rank of the local leader perk to. Local leader 2 + scrap collector 2 => trading emporium.
This Is Not 100% True.
Taking rank 1 of this perk grants the ability to establish supply lines between allied settlements. You have to out a perk point into it! The first rank allows the sole survivor to choose specific settlers and establish a supply line.
